Rodrigo Cigliutti is the Executive Director at the Ibero-American Corporation of State Lotteries and Gambling (CIBELAE). With nearly 30 years in the lottery industry, he coordinated Argentina’s Map of Games from 2009 to 2017 and helped establish the first university degree in Latin America dedicated to gaming regulation. He has participated as a panellist and moderator at major global gaming events including the World Lottery Summit, ICE London, GLI Regulatory Board, and Juegos Miami.
Óscar Mauricio Chaparro Núñez
General Manager, Gelsa
Óscar Mauricio Chaparro Núñez is the General Manager of Grupo Gelsa, a leading Colombian transactional services company. With 35 years of experience in multiservice operations, he has managed large-scale teams, strengthened brand portfolios, and developed strategic alliances across gaming and services sectors.
