Zuko Phandle leads regulatory oversight, compliance enforcement, and public education at the Eastern Cape Gambling Board. He holds a Master of Philosophy in IT Governance from Nelson Mandela University, with internationally published research on sports betting information security. He previously established the Board’s Gaming Control, Regulatory Affairs, and Systems sub-unit and oversees multiple regulatory teams, championing ethical regulation, innovation, and consumer protection.
Fortune Sekgaphane
Director & Lead Consultant, Bojosi Consulting Solutions
Fortune Sekgaphane is a South African legal professional with over 26 years of experience in the gambling industry. He previously served as CEO of the Mpumalanga Gambling Board and the North West Gambling Board, introduced the Limited Payout Machines sector to South Africa, and now advises regulators across Africa through Bojosi Consulting Solutions. He has held leadership roles within international gambling regulatory bodies.
Bashir Are
CEO, Lagos State Lotteries & Gaming Authority
Bashir Are is a senior executive with over 28 years of experience spanning business process reengineering, systems integration, FINTECH, and international trade. He previously served as Mayor of Lagos Island East LCDA and as COO of Funds & Electronic Transfer Solutions, managing over $31M in monthly transactions. He has worked extensively with Nigerian regulatory bodies and global technology partners.
Sujit Lahiry

With nearly two decades of experience as a regulator, advisor, and policy advocate, she has played a pivotal role in shaping Nigeria’s gaming regulatory landscape. She also serves as Legal Counsel (Africa) at SteelRose Legal, UK, advising on market entry, regulatory strategy, and cross-border expansion.
Prince Arinze Arum
Executive Secretary / CEO, Enugu State Gaming and Lotto Commission
Prince Arinze Arum is a seasoned public servant with over 17 years of experience in administration and management. He holds degrees from Enugu State University of Science and Technology and the University of Nigeria Nsukka and has served in multiple leadership roles within Enugu State’s public service. He currently leads the Enugu State Gaming and Lotto Commission, overseeing regulatory development and industry growth.
